Developing: 19 dead in Kolkata festival crush, seven arrested
Seven people have been arrested after the disaster at a Durga Puja pandal. The state government has announced an inquiry led by a sitting Calcutta High Court judge.
Nineteen people, including a seven-year-old girl, died in a crowd crush at a Hindu festival in Kolkata, prompting arrests and a judicial inquiry into crowd safety. [1][2][3]
Another 25 people were injured at the Chorbagan Sarbojanin Durga Puja pandal in the city's north on October 17. By October 18, 24 were out of danger and one remained in critical condition, according to The Hindu. [2]
Police said the crush occurred at about 7:40 p.m. at the pandal's exit gate, amid heavy crowds and rain. [3] Investigators are examining crowd-control arrangements and announcements made after the downpour, while witnesses have described narrow gates and inadequate lighting. [2][3] Those accounts are preliminary, and the cause has not been established.
The West Bengal government has announced an inquiry led by a sitting judge of the Calcutta High Court. [2] Police have obtained CCTV footage from the site, giving investigators a record to examine alongside accounts from visitors and staff. [2][3]
Durga Puja brings visitors between decorated community pandals, temporary structures built for the festival. At Chorbagan, the investigation now centres on how people moved through the site, what happened when rain interrupted the evening and whether the exit could handle the crowd. [2][3]
Deaths across three hospital journeys
West Bengal Chief Minister Suvendu Adhikari said 17 victims were brought dead to Kolkata Medical College and Hospital. [2] One child died at R.G. Kar Medical College and Hospital, and another person died while being taken to a private healthcare facility. [2]
Adhikari also confirmed that a seven-year-old girl was among those killed. [1] Her name has not been made public in the accounts available so far. [1][2][3]
The hospital figures put the toll at 19, with deaths recorded across more than one destination. [2] They also show how much of the disaster had already unfolded before medical teams could treat those taken to Kolkata Medical College and Hospital: all 17 arrived dead. [2]
For the injured, the next immediate concern is the patient who remained in critical condition on October 18. The other 24 had been assessed as out of danger, according to The Hindu's update. [2]
The state government announced compensation of 25 lakh rupees, or 2.5 million rupees, and a government job for each bereaved family. [2][3] Each injured person is to receive five lakh rupees, or 500,000 rupees. [2][3]
Prime Minister Narendra Modi separately announced 200,000 rupees for each deceased person's next of kin and 50,000 rupees for each injured person. [2][3] These are announced payments, rather than confirmation that families have received the money.
Rain, an announcement and an exit gate
The preliminary police accounts describe a sequence beginning with rain, followed by an announcement and movement within the crowd. [1][2] A senior police official told AFP that the announcement caused commotion, after which people pushed and fell. [1]
A senior officer cited by The Hindu said early accounts and circumstantial evidence pointed to inadequate crowd control and confusing announcements after the downpour as possible contributors. [2] That is the police's initial assessment, not a finding of the judicial inquiry.
Witnesses cited by India Today described narrow entrance and exit gates and a lack of proper lighting. [3] Their accounts place the physical layout of the site alongside the announcements as matters investigators must test.
What was said over the public-address system, who said it and how people responded have not been established. Nor has the inquiry determined whether gate dimensions, lighting, staffing or the actions of police and organisers contributed to the deaths. [2][3]
The CCTV footage matters because the sequence is central to responsibility. Investigators need to establish how people reached the exit, when pushing and falls began, and what staff did as pressure built. A description of commotion alone cannot answer whether the arrangements for moving people safely were adequate.
The inquiry also needs to distinguish the event that prompted movement from the conditions that made that movement deadly. Rain and an announcement feature in the preliminary police account. [1][2] The witnesses' descriptions raise a separate question about whether the routes available to visitors were safe. [3]
Arrests and a wider safety review
Police have arrested seven people, including two puja committee members, according to The Hindu. [2] Organisers, private security guards and staff who were on duty have also been detained for questioning. [2] Arrests do not establish responsibility for the deaths.
Jayanta Banerjee, general secretary of the Chorbagan Durga Puja Committee, resigned after the crush, India Today reported. [3] Other office-bearers also confirmed their resignations. [3] Those departures leave the investigation to establish which people held which safety duties and whether any specific failure can be attributed to them.
The state has also formed a committee to review safety at major puja sites, extending the response beyond Chorbagan. [2][3] That review should focus on the same practical questions raised here: usable entrances and exits, clear instructions, enough staff and a plan for rain while crowds are still arriving.
The immediate work is now divided between hospitals treating the injured, police examining the footage and questioning those on duty, and the announced judicial inquiry into the disaster. [2][3] Its central task is to establish how a crowded festival exit became the site of 19 deaths.
