Follows "Utterly horrific": Zelensky on a Strike That Killed 26 at an Aid Site, Developing: 26 killed at Ukrainian aid site hours after ceasefire ends.

The reported death toll from a Russian strike on a humanitarian aid site in southern Ukraine rose to 29 on November 3, with 48 people still missing, according to France 24. [1]

The rising toll comes alongside a wider assault on civilian infrastructure. President Volodymyr Zelenskyy said Russia launched 289 attack drones, 17 ballistic missiles and 59 cruise missiles across nine regions overnight, triggering emergency power cuts. [1]

Power plants were targeted, hospitals were damaged and scores of people were wounded in the overnight strikes, according to France 24, which relayed Ukrainian information. The search at the aid site and the assessment of damage from the wider barrage are continuing. [1]

The casualty figures, weapons totals and accounts of targets and damage have not been independently verified. France 24's account includes no Russian response. The extent of hospital damage, the reach and duration of electricity cuts and the expected length of the rescue operation have not been established. [1]

The Daily Inference reported earlier on November 3 that the death toll at the aid site stood at 26, with two rescuers and four police officers among those killed, according to Ukrainian officials. That article also reported a separate attack that damaged a Kharkiv medical facility, with 62 people reported injured.

The latest figures add three deaths to that toll. The 48 people reported missing remain a separate count, not a confirmed death toll. [1]

A search still under way

People had gathered at the southern Ukrainian site to receive humanitarian aid when it was struck, according to France 24. [1]

The Daily Inference reported on November 2 that Zelenskyy said a school providing weekly aid to residents had been struck, followed by a place where people were sheltering. Rescuers were searching the rubble.

Power cuts widen the civilian burden

Zelenskyy's figures describe a barrage of 365 drones and missiles in total, including 76 ballistic and cruise missiles, spread across nine regions. Those numbers describe weapons launched, rather than a count of successful strikes or damaged sites. [1]

For civilians, the emergency power cuts are an immediate consequence beyond the places directly hit. Zelenskyy said the strikes forced those cuts, while the damage to hospitals puts medical facilities among the infrastructure affected by the assault. [1]

The immediate civilian concerns now extend from the search for missing aid recipients to the operation of hospitals and the restoration of electricity. Those are separate tasks, and progress on one will not settle the others.

The next updates will need to come from the search teams accounting for the missing and from authorities assessing hospital damage and restoring electricity. For now, emergency cuts are already part of the aftermath, according to Zelenskyy. [1]
