Propaganda Document: Israel Hits Back at UN Panel on the West Bank
A three-member panel set up by the UN Human Rights Council says Israeli forces killed unarmed civilians, many of them children, and that the Gaza ceasefire has not stopped what it calls genocide. Israel rejects the findings and wants the panel abolished.
A UN-mandated inquiry said on October 26 that Israeli authorities and forces committed war crimes and crimes against humanity in the occupied West Bank, and that acts of genocide continue in Gaza despite the ceasefire. [2][3]
Israel's mission in Geneva rejected the report as part of a misinformation campaign and called for the inquiry to be dissolved. [2][3]
These are the findings of an investigative body, not a court judgment. The Commission of Inquiry has three members and was established by the UN Human Rights Council in 2021. It does not rule on the guilt of individuals, but prosecutors at the International Criminal Court or in other jurisdictions could use its findings. [1][2][3]
What the commission says about the West Bank
The crimes it lists are extermination, torture, rape and other sexual violence, and persecution. [2][3] The commission says that since October 7, 2023, the date of the Hamas attack on Israel, Israel has waged a widespread and systematic attack on civilians in the West Bank. In its account, military operations did the work, and sustained settler violence reinforced them. [1][3]
The commission goes further than patterns of harm. It says Israeli authorities intended to collectively punish West Bank civilians for the Hamas attack. Civilians were targeted at different locations, it says, which points to coordination, organised planning and state policy. [3]
It also says the harm to Palestinian civilians was intentional. Seven cases of killings or physical and mental harm between November 2023 and June 2026 illustrate its findings. In each, the commission says, the victims were unarmed and posed no threat. Most were children, including an infant. [1][2]
In those cases, according to the commission, Israeli forces used lethal force without warning, often aiming at the head or upper body. The cases include the killing of a US citizen at a protest near Itamar and gunfire at family vehicles in Hebron and Tammun. [1]
The scale is also stated in numbers. Haaretz reported that the commission put deaths in the West Bank at about 500 a year in both 2024 and 2025. That is the highest figure since systematic documentation began in 2005. [1]
Detainees and Gaza
The report also carries testimony alleging sexual assault and torture of Palestinian detainees by guards and soldiers since October 7, 2023. The commission says it documented six cases of sexual violence against male detainees from Gaza at the Sde Teiman military prison. [1][2]
The Associated Press said it could not independently corroborate multiple graphic accounts in the report. [2] They stand as the commission's findings and the witnesses' allegations.
On Gaza, the commission says Israel is still committing genocidal acts, with genocidal intent to destroy Palestinians in whole or in part. It says the ceasefire signed in October 2025 did not end this. [1][2][3] Israel denies accusations of genocide. [1][2]
The commission cites a physical change on the ground. It says Israeli forces' advance during the ceasefire has widened the area under Israeli control from 53 percent of Gaza to at least 60 percent. It says at least 196 Palestinians, among them 18 women, 32 boys and 11 girls, have been killed by Israeli fire along that advancing line since the truce was signed. [2]
The two numbers sit oddly together. A ceasefire is meant to freeze a front, and the commission describes one that has moved by seven percentage points of the territory while people died at its edge.
Israel's answer
Israel's Foreign Ministry separately called the report a propaganda document detached from reality. It said the document aimed to undermine Israel's right to self-defence. [1]
So far Israel's replies reject the commission's legitimacy and its conclusions as a whole. They do not take up the specific findings on the seven West Bank cases, on detainee abuse or on settler violence.
The Palestinian Authority is named too
The report does not confine itself to Israel. It says Palestinian Authority security forces targeted members of opposing armed groups and suppressed civil and political opposition. It also says the authority failed to carry out prompt, effective and impartial investigations into killings. [3]
There was no immediate response from the Palestinian Authority. [3]
The paper reads the report as a document written for a future courtroom as much as for the present. The commission lays out intent, coordination and policy, because those are the elements prosecutors need to prove. That is why Israel's reply attacks the body itself rather than a single finding. Whether any court or prosecutor picks up the material is the question that decides if this report becomes a case or stays a record. No proceeding has been announced on the strength of it.
The commission is expected to present its report to the UN General Assembly, where its findings will meet the member states that can act on them or ignore them.
Our call
The Palestinian Authority will publicly respond to the UN commission's findings about its security forces and its failure to investigate killings.
The report names the authority for suppressing opposition and failing to investigate killings, and the authority had not answered when the report came out, but criticism from a UN body usually draws some reply.
